Fortunately, one thing that families no longer have to worry about is accessing health coverage for children with pre-existing conditions. Insurance companies can no longer limit or deny coverage for kids up to age 19 because of a pre-existing condition – a health problem, disease or disability that the child developed before their parents applied for health coverage. And starting in 2014, individuals of all ages cannot be denied coverage because of a pre-existing condition. In the meantime, Pre-Existing Condition Insurance Plans are available for those who have been denied coverage because of a pre-existing condition and who have been uninsured for at least six months. Do you know what this means for you? If not, you're not alone. That's why the American Heart Association is here as a resource for patients and their families.&lt;br /&gt;&lt;br /&gt;As an informed consumer, it is critical for you to understand what's changing and what options are available to you in order to access and afford the quality care you need and deserve. Once you read it, you will see how supporting the American Heart Association truly does save lives!&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Trapped father survives with help of phone app&lt;/strong&gt;&lt;br /&gt;By Josh Levs, CNN&lt;br /&gt;&lt;/span&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;br /&gt;Alone in the darkness beneath layers of rubble, Dan Woolley felt blood streaming from his head and leg. Then he remembered -- he had an app for that. Woolley, an aid worker, husband, and father of two boys, followed instructions on his cell phone to survive the January 12 earthquake in Haiti.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;"I had an app that had pre-downloaded all this information about treating wounds. So I looked up excessive bleeding and I looked up compound fracture," Woolley told CNN.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;The application on his iPhone is filled with information about first aid and CPR from the American Heart Association. "That gave me confidence to treat my wounds properly."&lt;br /&gt;Trapped in the ruins of the Hotel Montana in Port-au-Prince, &lt;/span&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;he used his shirt to bandage his leg, and tied his belt around the wound. To stop the bleeding on his head, he firmly pressed a sock to it. Concerned he might have been experiencing shock, Woolley used the app to look up what to do. It warned him not to sleep. So he set his phone alarm to go off every 20 minutes. Once the battery got down to less than 20 percent of its power, Woolley turned it off. It's the month we honor Christopher Columbus, the month we dress up and ask that age old question, "trick or treat" but it is also Sudden Cardiac Arrest Awareness month. So what does that mean?&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;It means we have a chance to raise awareness about a condition that affects approximately 166,000 Americans each year. It is an opportunity to advocate for a simple device and some basic training to make a difference to the 95% of people who suffer from sudden cardiac arrest and do not make it to medical treatment in time.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;The &lt;/span&gt;&lt;a href="http://www.americanheart.org/presenter.jhtml?identifier=3067010"&gt;&lt;span style="font-family:arial;"&gt;Josh Miller HEARTS Act &lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:arial;"&gt;would establish a grant program to help schools purchase automated external defibrillators (AEDs) and provide for training in CPR and AED use. The bill was prompted by the tragic death of a 15-year old high school student who suffered sudden cardiac arrest at school. It recognizes the importance of providing schools with the equipment and training necessary to save the lives of children and adults in the community as part of an overall medical emergency response plan. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;For every minute that passes without CPR, the chances of survival from SCA decrease by 7-10%. But the good news is that survival rates more than double when CPR and defibrillation can be quickly applied. These pre-existing conditions make it very difficult for people who do not receive coverage through a large employer to find coverage that is available--and afforable. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;Discrimination based on pre-existing conditions is something any one of us can face if we lose our employer-sponsored coverage. And this has become a reality for millions of Americans who have lost their jobs during the recent economic downturn. That's why the American Heart Association supports policies that improve access to the healthcare coverage heart disease and stroke patients need to remain healthy and productive family members, citizens, and employees. Representing the American Heart Association’s 22 million volunteers, supporters and dedicated staff, AHA President Dr. Timothy Gardner and I were thrilled to stand with President Obama at the White House as he signed the bipartisan Family Smoking Prevention and Tobacco Control Act. This legislation represents another huge step toward breaking the deadly cycle of tobacco addiction that leads to an increased risk of heart disease and stroke for millions of Americans.&lt;br /&gt;&lt;br /&gt;This bill, which had tremendous support from Republicans and Democrats alike, will give the Food and Drug Administration (FDA) the clear authority to regulate the manufacturing, advertising and promotion of tobacco products in order to protect public health.  The bill also focuses on limiting advertising that targets our kids.  It is estimated that the legislation will result in an eleven percent decline in underage smoking over the next decade and will significantly reduce the annual $100 billion cost for tobacco-related illnesses in the U.S.&lt;br /&gt;&lt;br /&gt;Why is this legislative victory so important?  Nearly one-third of cardiovascular disease deaths are linked to smoking, and tobacco use is the single most preventable cause of heart disease and stroke. For generations, tobacco companies lied to the public about the deadly dangers of tobacco use. They lied about the addictiveness of nicotine.  They made misleading health claims about light and low-tar products. And they shamelessly and aggressively marketed to children to attract new smokers. These unconscionable practices will finally be reined in with effective government oversight of an industry that has placed profits above the health of the American people. &lt;br /&gt;&lt;br /&gt;American Heart Association volunteers and staff, along with our public health partners, have been working for over a decade to see this legislation become law.  We are extremely proud to have played a major role in moving this legislation through Congress and to have had the opportunity to join our Congressional champions today in witnessing the bill signing.&lt;br /&gt;&lt;br /&gt;This measure, along with many other policy initiatives the association supports on the local, state and national level, directly impacts our mission to build healthier lives free of cardiovascular disease and stroke. Standing with the American Heart Association, local youth advocates and players from the National Football League (NFL), the sponsors of the &lt;strong&gt;Fitness Integrated with Teaching (FIT) Kids Act&lt;/strong&gt; announced that the bill has been reintroduced in the 111th Congress and is ready for action.&lt;br /&gt;&lt;br /&gt;At an event held on Capitol Hill, Senator Harkin (D-IA) and Representatives Kind (D-WI), Wamp (R-TN), and Inslee (D-WA) sent a clear message to their fellow legislators: &lt;a href="http://www.fitkidsact.org/register.aspx"&gt;&lt;strong&gt;&lt;span style="color:#ff0000;"&gt;We must make the health of our kids a priority by passing the FIT Kids Act!&lt;/span&gt;&lt;/strong&gt; &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;The bill, which addresses the quality and quantity of physical education our kids are receiving in school, is a critical part of overcoming today's childhood obesity rate. Gwen Howard of Omaha, would allow law enforcement to ticket someone smoking in a vehicle if a child 16 or younger were inside. The fine would be between $50 and $150, but would not cause points to be added to the person's driving record.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Supporters argue the bill will go a long way toward protecting children from secondhand smoke. Mark Christensen of Imperial said he introduced LB415 to require stores to keep tobacco products locked away, thereby lowering the likelihood that underage individuals can either purchase or shoplift tobacco products.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;“[This bill] decreases the chance that these products will get into the hands of minors,” he said.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Ron Jensen, registered lobbyist for Altria Client Services, agreed, saying stores with counter sale displays have a 40 percent higher incidence of shoplifting. In addition, he said, when customers must interact with a sales clerk to purchase tobacco, odds that the customer will be carded increase.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Kathy Siefken of the Nebraska Grocery Industry Association testified in opposition, saying the bill is unnecessary. Almost all Nebraska retailers already keep tobacco products secure because the inventory is so valuable, she said. Abbie Cornett, would divide tobacco products into two categories: “smoking tobacco,” or tobacco products other than cigarettes that are intended primarily for smoking; and “tobacco products,” or tobacco items primarily intended for chewing.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;The bill would change the method for imposing an excise tax on tobacco products from 20 percent of wholesale price to a tax set on weight at 65 cents per ounce. Cornett said it is more equitable for the state to tax tobacco products by weight rather than by price. A Revenue Committee amendment, adopted 37-3, removed the bill’s definition of smoking tobacco and defined “snuff” as any finely cut, ground or powdered tobacco that is not intended to be smoked. Lawmakers considered a different opt-out clause last year, but rejected the idea.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Under LB611 proposed by Karpisek, city councils or county boards could have voted to put the issue on the ballot, or voters could have put it on the ballot by petition.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;The statewide smokefree law will apply to all workplaces in the state except for retail tobacco shops and places where smoking research is done.
